The Carver County Library serves the public good of all residents of the County by providing free and open access to information. Primary funding for library services comes from property taxes, but fees are part of the library’s overall budget. There is no charge to access the library’s collection or to obtain basic services.
As of January 1, 2025, Carver County Library is a “fine free” library. This means that no fines are assessed for overdue library materials.
All lost or damaged items are subject to a replacement cost and processing fee. Once paid for, lost library items may not be returned for a refund. Replacement copies of lost or damaged items cannot be accepted in lieu of payment. Patrons will be charged a replacement fee for lost or damaged packaging or parts.
Basic fee rates are standard throughout Carver County Library although rates may vary depending on:
- Format of material
- Characteristics of library users which may limit opportunities to borrow or return materials
- Profit/nonprofit status of groups using meeting rooms
Library staff allows exceptions to fees in cases of hardship, illness, or other individual circumstances. Patrons who are prevented by a permanent or temporary barrier from access to or normal use of library or library materials may apply for fee exemption.
The Library Director reviews the fee schedule each year and makes recommendations regarding adjustments to the Library Board. The Director also regularly determines the propriety of projects designed to generate new revenue. The Library Board evaluates these recommendations and forwards their endorsement or recommendations of approval of changes to the Board of County Commissioners for final disposition.
